Every outage the power utility published for the Phoenix area that left 10 or more customers without power, counted once per location per day. The power utility reports each outage where it is, so one street's outage is one outage however many times the map refreshes. The power utility, the Valley's other utility, publishes nothing we can read, so the count leaves its customers out.
